simplify the process that Australian citizens and permanent residents undertake to travel to New Zealand while border restrictions are in place.
amend the instrument of delegation, dated 13 November 2020, to remove the specific delegation that allows immigration officers to grant resident visas to Australian partners of New Zealanders under section 61A of the Immigration Act 2009. These individuals may instead be considered for resident visas under new residence instructions.
include a new border exception to allow certain Australians seeking to return to Australia, and who have limited options for travel, to travel through New Zealand and complete Managed Isolation and Quarantine (MIQ).
These changes are effective from 30 July 2021.
